Hydrogen energy and fuel cell technology has been officially written into China’s Fourteenth Five-Year Plan (14FYP). Though the country still lacks a comprehensive hydrogen promotion plan on the level of, for example, the “Carbon Peak 2030, Carbon Neutral 2060” plan, policies supporting hydrogen generation and fuel cell technologies have started to emerge at the provincial and municipal levels.
China’s legion of well-funded state-owned enterprises (SOE) have internalized these supportive industrial policies and consequently written hydrogen promotion into corporate planning documents. Many SOEs actually have experience in key technologies that is applicable to the hydrogen energy industry. As a result, the sudden entry of SOEs over the last three years has catalyzed the development and, in some cases, changed the direction of the hydrogen energy industry in China.
